How to access those without access?

Hi,
I am new to this forum, and have recently become interested in the area of the Digital Divide as I can clearly see how access to technology can hugely effect your quality of life from an economic to social standpoint.
My question is, How can we conduct research into the areas of society who do not have access?
For example this discussion forum is a great platform for ideas and change in this area but by its very nature it can not have input from this very group. This is not meant to come across as negative. I am just interested to hear how you think this group can be involved in discussion from a research point of view
